Light pollution is an environmental pollutant that has various negative consequences for both
human and non-human life. Nevertheless, it is still an underregulated issue. Especially in The
Netherlands, which is one of the world’s most light polluted countries, this is problematic. This
study identified six governments at the subnational level in the Netherlands that explicitly address
light pollution through policies. The aim of the study was to gain a better understanding of how
and why light pollution has institutionalised into policies in these cases.
